open an empty new garage band track.
you will be on a bar with library and tracks, interact with tracks,
now interact with track header,
press enter to move to the start of the track.
paste in your mp4 file
you will now have a second track with the name of your file, interact with that
track.
arrow to the volume which is at 0.0 db. interact with that slider, press the
spacebar to start and stop playback, increase the slider, if it distorts or
clips you have gone too far.
go into menus to the share menu then export to disk
export as length of region after entering where you want it to be saved and
named, also file type.

Based on my search history it looks like I tried the following:
An on-line service.
Garage Band for Mac.
A third party audio converter app I downloaded, looks like it was called
avdshare. It’s possible I didn’t actually try this one, I may have balked at
the thought of it being a malware vector.
I also tried running the audio through our church sound board and physically
amplifying for anew recording.
Not kowing what I finally settled on I’ll seek wisdom, how would you boost
the volumet of an M4A recording that is too quiet? If Garage Band, please
pass along step by step instructions, as I’ve never really mastered even the
basics.
