Your best approach is to write accessibility@xxxxxxxxx and file a bug and/or
call the accessibility support line.
There are huge text editing problems in High Sierra which have to do with
problems that occur because the VoiceOver cursor doesn't track with the insert
or mouse cursor any more.
Plus I have experience that the mouse pointer cannot be made to follow the
VoiceOver cursor even when that option is set in VO utilities.
Invariably if I choose VO-F5 the report back is that "Apple is under the mouse"
instead of the mouse following the VO cursor.
This makes the VO cursor navigation absolutely useless for editing mail
compositions.
