The instructions in the VoiceOver getting started guide are accurate as far as 
they go. The issue seems to be that dragging and dropping is pretty darned 
visual, in that you need to know that both your starting and ending locations 
have to be visible. I have yet to find a work-around for this, and it seems 
pretty hit and miss.

Is there anything that the copy and move function can't do that drag and drop 
is supposed to be able to do? So far I've only had success dragging and 
dropping a file fromfinder to an email message, and the same thing can be done 
with copy and move using command c and command option V.
