The strange thing is that these options are not available at all on the iphone.
not celular calls, and message forwarding.
can my phone provider choose to disalow this?

Hi. Let me try to clear up this confusion. First, are you connected to wifi
on both your Mac and your iPhone? The cellular calls and texting features on
both devices won’t work unless you’re connected to the same wifi network. If
both devices are connected to Wifi, you can turn cellular calls and text
forwarding by going into settings and changing those settings in both
Facetime and Messages. One final note, when you enable text forwarding,
there’ll be a code that will be forwarded to your Mac. Enter that code into
your iPhone and you should be good to go. If you need additional help, add
me to Skype and I should be able to help you there.

Ok, so go to your iOs settings, then sign out of iCloud totally. Say yes to
leaving everything on iCloud. Now sign back in, and restart the phone. Then
go to settings, messages and go to text forwarding once imessage is turned
on. You should see the option there.
hope that helps. If it doesn't it's time to call apple for help. I'm out of
ideas.

I've bought an iphone 6s some months ago.
I'm thinking to upgrade the os and try using the iphone to call, and
send sms on my mac.
I've read that this is possible.
has any of you tried this?
Also is it Worth upgrading from mountain lion to elcapitan to try this?
I'm thinking about upgrading, but I'm still afraid to break something in my
