No, the 5S is a very big step up from the 4S.
The 5S has a much improved radio that supports LTE, VOLTE and LTE1 as long as
more LTE bands, much much faster processor, thumb print reader, M7 co processor
for process monitoring etc and an improved antenna design.
As for IOS 7, Apple never mentioned IOS 7 would be out today. They usually
release the OS the day or 2 before the hardware, in this case September 18.
