Could be but this really sounds like what has happen to him! I have never had issue with iTunes and it effecting the internet. But this being said never say never and I hope I never have this. All though WMP has stop working on my PC and seen like this has happen since I have downloaded iTunes update. So I am going to now search to see if this could be a known problem as well. I know WMP is set to default or it was it is not now I use Win amp as WMP is broken and I have not tried a windows repaired as I need sited help. Which that just makes me wish I had that Mac for things like this. But the budget don't have it so I have to wait. I still suspect this to be an windows issue. are you sure you have all the latest updates installed and that there are no corrupt files in your network stack: I've seen network issues when something happens to the winsoc and it has to be restored. You might also check to see that your windows firewall settings haven't been somehow messed with. Infact, if you have wfw on, turn it off completely and then try the install.
