[lit-ideas] reckless exploding

I actually heard with my own ears on the local news from a "newscaster" who
appeared to be roughly 12 years of age:
"........was charged with one count of reckless exploding."
I have no context. I cannot imagine any context which would explain this.
Reckless exploding. What *is* that.
