Yes. Dylan has first and foremost always been spokesman for his own
degeneration.

Not necessarily, though he would hardly have been shot by a fame-hunter. 

Rumour, incidentally, is spreading that Dylan has returned to the protest
song and now does a live version of 'Mozambique' [off the 'Desire' album]
with updated lyrics for comtemporary relevance:-

'I like to go to Mozam Begg
Guantanamo is acqua blue 
Apply a cattle prod to his leg
And ask him 'Is it really true?'
And maybe fall in love the way
The hostage and his taker often do.'
