This has been reported a number of times. CIA bought prisoners for about $5,000 
per head. 
The tribesmen sold basically anyone they could catch, local troublemakers, 
outsiders, etc.

A number of US military officers have stated that about 90% of the people in 
the US gulag 
are completely innocent. They were just hauled in. Despite innocence, they've 
been tortured. 
A number were also murdered.

Of the some 40,000 men that were captured in Afghanistan, less than 5,000 were 
alive after a 
few months. Some 35,000 Afghani prisoners were murdered. This was either in US 
custody or by 
persons working on behalf of the CIA (druglords, tribal chiefs, etc.)
