[liblouis-liblouisxml] notranslate Semantic Action in liblouisxml

The latest version of liblouisxml is available on the downloads page at 
http://www.jjbsoftware.com . I am still trying to get up to speed on the 
code.google pages.

Besides the table of contents tool, this release also has the 
notranslate semantic action. If an xml tag is declared as notranslate in 
your semantic-action file the text between the start and end tags will 
appear in the output exactly as written. It will, however, be formatted 
with appropriate line breaks, page numbers etc. If you want to make sure 
that things appear on the same line separate them with an unbreakable 
space, &#160; or &#xa0; 

Look at html.sem to see examples of both the contentsheader and 
notranslate semantic actions.
