I think this has been something i have believed for a long time, we should be deferring output decisions as long as possible, having just hints/instructions in the markup to help the renderer.
As you said the difficulty is actually creating a format to store this.I feel if undertaking that a major requirements gathering process. That is unless you are prepared to see the format evolve frequently and potentially in breakable ways.
