Fix the copyright header
The copyright for the Tamil liblouis table is not actually owned by a
team at the Anna Centenary Library in Chennai, but instead by the four
contributors who actually created the table namely Shankar Subbiah,
Mesar Hameed, Navarasan and Dinakar. So the copyright headers do state
that now and a comment mentions the fact that the table was tested at
the Braille display in the Anna Centenary Library.
