Hello Kareem,
On Windows Liblouis is a DLL. On our downloads page you can get a ZIP with a
precompiled DLL of the latest version. The ZIP also contains the command line
tool lou_translate (EXE file) and the liblouis tables. Just install the ZIP
content anywhere you like.
