[liblouis-liblouisxml] UEB tables: found the address of the person who worked on the first generation UEBC tables

I have managed to contact the person who worked on the old UEBC
tables. I told him about the current status of the UEB tables
and told him about the LibLouis list. I told him we'll contact
him if we need help with tables.
