[liblouis-liblouisxml] The LOUISTABLES_PATH now has multipath capability

Paths must be separated by commas. This is in line with the way lists
are normally handled in the liblouis suite. It is also system
independent.
The change is in svn. Christian E. will want to test it and maybe make a
minor change in the documentation. After that, I will make a minor
release, liblouis=2.2.1.
Getting capitalization to work after the last word in a capitalized
phrase is still on the table. However, it may have to go in another
minor release.
