I have never heard of dots 3 5 being a prefix for a symbol.I understood not equals to be dots 5 and then 2356 (IE. assuming US braille table on braille device, "7 ).
I couldn't find anything in the Maths code book from the BAUK website suggesting using dots 3 5.
