[liblouis-liblouisxml] Note on use of uplow opcode

Just to be sure we are all talking about the same thing. The uplow
opcode is intended to give the dot patterns for both the uppercase and
lowercase characters. For example:
uplow Aa 17,1
uplow Bb 127,12
If only one dot pattern is given it is taken to apply to both the upper
and lower case characters. However, this is not the recommended use.
