In Vista, even if you are logged in as administrator, you don't actually
receive administrative privileges unless you run the process with
elevated privileges, which means going through UAC. I'm not sure why the
install command won't work at all even when it is not installing to a
system folder; perhaps the executable is configured as requiring
elevation. You should be able to run the entire shell with elevation,
but I can't remember how to do this - I don't run Vista here.
