I had to check in the nvda source[1] to find out what liblouis table you
were talking about. I presume you mean Es-Es-G0.utb[2]. This table
defines ' as dot 4 as shown below

punctuation ' 4                 apóstrofo

Can you check with the maintainers of this table (José Enrique Fernández
del Campo <jefdelcampo@xxxxxxxxx> and Juan Carlos Buño Suárez
<quetzatl@xxxxxxxxxxx>)?
