[liblouis-liblouisxml] About the last liblouisutdml push

Somewhere between the last release and the present the ability to
generate new semantic-action files was lost amid all the changes. This
has been restored in the repository. Generation of new semantic-action
files and of new_entries files can be turned off by setting newEntries
to no in the configuration file.
Generation of new semantic-action files is part of the ability of
liblouisutdml to be its own development tool. It is essential to
enabling it to handle new types of xml documents.
