Jerry ,
I've noticed that particularly the red paint used on the "Buffer beam" 
tends to "glow" in dull weather,
not only on film and digital pics, but also in real life.In bright 
sunlight it looks perfectly normal (to me).
Must be something to do with the reflective properties.
