Looks like a very dirty and noisy job.
HTT clinches it, it is a Harsco rig.

Nice shot Sonny, probably a PJ grinder car - Panderol Jackson, now Harsco Track Technologies.

    You usually find these grinders out about every couple of years to
    even out any
    irregularities or wear and tear on the rails. A particular problem
    is on narrow
    radius curves which have to be ground into shape to prevent that
    horrible
    metallic screeching noise you hear when a train goes past.
