Well, lets see here. For starters, with a digital M, you don't have to
design a autofocus system.
That's a pretty big deal right there. There is no mirror box that has
to be able to fire several times per
second, no prism finder etc. The shutter will probably come from
someone like Seiko.
The rangefinder is already designed, but if Leica doesn't go full frame
they will have to come up
with some clever solution to deal with focal length multiplier and the
framelines.
You are probably not going to have to write interface code for things
like WIFI connections,
remote camera control etc.
So, yes. It is a less complex design than a SLR.
Nikon, Canon and the rest of the industry built their last rangefinder
decades ago and they have shown
almost zero interest in making one again. They became SLR only
companies ages ago. Rangefinder cameras
haven't been mainstream for a long, long time. It's not a matter of
complexity of design, as to why there aren't several digital
rangefinders on the market, it's a matter of the lack of widespread
demand.
