Exercises -

* Cyberstorm V - Dept. of Homeland Security exercise series to strengthen
cyber preparedness in the public and private sectors. A two-day tabletop
exercise where representatives from a variety of state departments and agencies
assess their cyber response plans. Tentatively scheduled for second week of
March, 2016. Contact your local emergency manager for more information.

Grants -

* OEM Mitigation & Recovery staff will be participating in
post-wildfire meetings in the following counties (which represent four of the
five counties with FMAG declarations from the Summer 2015 Fire Season):

o Baker: September 28th, Wildfire Aid Meeting in Baker City

o Grant: September 29th, Wildfire Aid Meeting in John Day

o Douglas: September 29th, Wildfire Mitigation Meeting in Roseburg

o Wallowa: September 30th, Wildfire Mitigation Meeting in Troy

* The meetings will seek local input to mitigation strategies and
projects, and for the roll-out of the FMAG-HMGP Pilot. A total of $2.6 million
(Federal funding share) will be made available to Oregon for post-wildfire
mitigation projects in the five counties. OEM will be managing the FMAG-HMGP
Pilot grant program funding under the leadership and direction of Clint Fella.

Preparedness Tip -

* The best thing to do during an earthquake is Drop, Cover, and Hold On
as soon as you feel shaking

o DROP down onto your hands and knees so the earthquake doesn't knock you down

o COVER your head and neck with your arms to protect yourself from falling
debris. If you are in danger from falling objects, and you can move safely,
crawl to a safer place or seek cover (e.g., under a desk or table)

? Most earthquake injuries are caused by falling objects like lamps,
furniture/appliances, ceiling tiles, etc.

? When choosing a cover stay away from windows

o HOLD ON to any sturdy covering so you can move with it until the shaking
stops

Disaster of the Week -

October 4, 2010: A dam at a waste reservoir for a factory in Hungary collapsed,
sending millions of gallons of red
sludge<http://engineeringfailures.org/?p=295> through nearby towns injuring 150
people and killing
ten<https://en.wikipedia.org/wiki/Ajka_alumina_plant_accident#Effects>. The
sludge was a byproduct of a process used to turn bauxite into a type of
aluminum oxide. Over 15 square miles of land were initially affected by the
toxic release.

Lessons learned: The unintentional release of hazardous materials is a problem
all over the world, and one that causes damage to the economy, our health, and
to the environment. Taking care to ensure hazardous materials are not released
into the environment, either by accident, on purpose, or due to negligence, is
the responsibility of everyone that comes in contact with a potentially toxic
substance. Safely disposing of household cleaners, automotive fluids, and
electronics may seem small in comparison to the release described in this
week's disaster, but taking the time to ensure these substances cannot cause
harm after they have been used is important to protect the health of our
