  Nominate a Teacher to be Honored as an "American Star in Teaching"
*******************************************************************
The U.S. Department of Education is still seeking nominations for
its second annual American Stars of Teaching project, which
recognizes outstanding teachers.  So far over 850 nominations have
been received.

The American Stars of Teaching project is part of the U.S.
Department of Education's continuing effort to focus attention on
exemplary classroom teachers who are successful in using innovative
teaching strategies & raising student academic achievement for all
of their students.  Teachers across all grade levels & disciplines
will be honored this fall as 2005 American Stars of Teaching.
These teachers will be highlighted as representatives of the
thousands of teachers who are making a difference in the lives of
their students.

One teacher, or team of teachers from a school, will be recognized
in every state & the District of Columbia.  Parents, students,
colleagues, school administrators or others can nominate a teacher
who they believe has the qualities to be an American Star of
Teaching.

Profiles of four of last year's American Stars of Teaching were
featured in the Department's Feb. 1 issue of The Achiever, which is
available online.  A complete listing of the 2004 American Stars of

The American Stars of Teaching project is part of the U.S.
Department of Education's Teacher-to-Teacher Initiative, which
includes teacher & principal roundtables, teacher workshops &
conferences, regular e-mail updates, & a free-of-charge, online

   Notice of Implementation of Constitution Day & Citizenship Day on
   September 17 of Each Year (Federal Register: May 24, 2005)

Summary: The Assistant Deputy Secretary for Innovation &
Improvement announces that, pursuant to legislation passed by
Congress, educational institutions receiving Federal funding are
required to hold an educational program pertaining to the United
States Constitution on September 17 of each year.  This notice
implements this provision as it applies to educational institutions
receiving Federal funding from the Department.

   Underground Railroad Educational & Cultural Program (URR)

Purpose of Program: To provide grants to establish a facility to
house, display, & interpret artifacts related to the history of the
Underground Railroad, & to make the interpretive efforts available
to institutions of higher education that award a baccalaureate or
graduate degree.
     Applications Available: May 13, 2005.
     Deadline for Transmittal of Applications: June 14, 2005.
     Eligible Applicants: Nonprofit educational organizations that
research, display, interpret, & collect artifacts relating to the
history of the Underground Railroad.
     Available Funds: $2,204,224.
     Estimated Range of Awards: $250,000-$750,000 total for up to
three years.
     Estimated Number of Awards: 3.

   Small, Rural School Achievement Program (Federal Register: May
   20, 2005 [CFDA# 84.358A])
*******************************************************************
Summary: Under the Small, Rural School Achievement (SRSA) program,
we award grants on a formula basis to eligible local educational
agencies (LEAs) to address the unique needs of small, rural school
districts.  In this notice, we establish the deadline for
submission of the fiscal year (FY) 2005 SRSA grant applications.
If an eligible LEA submitted an application for SRSA grant funds
for a prior year, the LEA is considered to have met the FY 2005
application requirement based on its previously submitted
application & does not have to submit a new application to the
Department to receive its FY 2005 SRSA grant award.
     Application Deadline: June 17, 2005, 4:30 p.m. eastern time.
