Hi Allen,
As usual, your English is very effective. I'm not the one who needed this
instruction, but I just want to say that your responses are usually very
understandable and, more than that, generous and well informed. And,
speaking as someone who has a lot of friends from other countries with
varying degrees of fluency in English,I hope that people won't be too shy to
ask you for clarification when, from time to time, something you say may be
unclear. It's all respectful. Respect and communication are what's
important. Believe me, we American subscribers are not known for our great
talent and interest in learning other languages, because historically we
have been able to isolate ourselves from the rest of the world if we prefer
to, and it hasn't made us any wiser or, as we now see, any safer. So it's
to someone like you, who, if I recall, is now using at least three
languages-- I'm guessing Mandarin Chinese, Malay and now English, that
respect is due for the great effort you make to be a person who can
communicate with others. No apologies are necessary.

hi,
in control panel/regional and language options, there is 3 tabs, choose the
first tab that is "regional options tab". press tab
until "Standards and formats: customize...", hit spacebar. now you will have
4 tabs that is numbers, currency, time and date, press
ctrl+tab until time tab. now you will have a list of 4 items, use your arrow
key to select "hh:mm:ss". press tab until apply button
and hit spacebar press ok to close this screen. now you will be back to the
3 tabs screen, again press the apply button and ok
button to close the regional and language options.
