They never speak on their own.  They always speak when used in
conjunction with other keys, so the mute status can't be modified (this
according to the Insert-F1 help there.).

I lost my memory somewhere. How do I get jaws to speak the control,
insert,
shift alt keys? According to the default jcf
 they are set to speak, so what am I missing?
