sluggish with XP

Hi all,
I just got my drive reformated and windows XP installed on it. I am running
service pack one, a 1.66 AMD processor, 512 of RAM, and Jaws 5.1.
Sometimes I have to wait a few seconds and maybe even up to a minute for things
to happen.
For example, hitting the windows key to bring up the start menu, bringing up
programs like outlook express and internet explorer, and even sometimes when
working inside a program like outlook express. When reading a message, it will
start fine, but in the middle of the message, it will pause a few seconds
before going to the next line. It will also do this when deleteing a message.
Now during this pause, whether in a program or not, it is like the system is
temporarily froze.
I do plan on upgrading my processor speed and RAM, but I did not know if my
current processor speed or RAM was causing the sluggishiness?
It is just like it is taking some time for the computer to respond to the
command you have given it.
Any ideas or suggestions would be appreciated!
