OK, straight from the horses' mouths, "Mute Speech
JAWS speech can be toggled on and off using the layered keystroke
INSERT+SPACEBAR, S. When using this keystroke, you must first press and release
INSERT+SPACEBAR,
and then press S to toggle speech."
I have to wonder if this was a quick fix to focus problems with the config
manager setting.

I suggest using insert, spacebar and S to toggle on and off Jaws. I think
FS did away with sleep mode and trying to initialize it left me talking to
myself. This is probably documented in what's new for Jaws 11, but those guys
don't write tight.
