outlook rules 2003

Hi,
I'm not sure what I'm doing wrong but when I try to sort the rules in
outlook 2003 sometimes the rule moves and other times it only moves one
position.
I use to like the fact we had a button to hit enter on and now I'm not sure
what it's suppose to work like.
