I've gone to Settings/control Panel/Internet Options. I've gone to the Security tab. I've tabbed through its few options, a couple of times, and find no reference to what you describe below. To be honest, after using Internet Explorer for years, I don't even know what you mean by "information bar." Is it possible you're talking about the IE Toolbar?If so, what is it about this that annoys or inconveniences you? Anyway, all I find on the Security tab of the Internet options menu is stuff having to do with internet zone and security levels, and nothing like what you describe below.
