I reported this issue during Beta as well but I guess they did not see
it or get to fixin git or may be it is kept the same way
intentionally.

To answer Chris's question, it is not one specific page but any
webpage that has headers.

If I understand your question, then yes. What I understand from your
question is the following:
If I am above the heading level (ex. h2) and at that point I press the
2 key then I can skip to that heading but if I am before an h3 and I
press the 2 key then I get the message, no headings.
