You're correct, there is nothing at all to support columns in HTML; that
doesn't prevent folks from thinking of quite inventive ways to abuse
HTML into presenting visual columns.  Frames might be one way of doing
it.  The very old <pre> (I think) tag can be used since it allows white
space to be created to form columns.  The <tab> tag could do the same
thing to form columns.  Finally, the definition list <dl> tag could be
used for columns as well (although it's the least predictable as to its
rendering).

Obviously none of these is a "real" column, so jaws would not have
"column" commands for them.
