You can use drag and drop to do what you want, but there's no reason to go to the trouble. Had you hit ctrl+end before pasting your letter into the letterhead document, the letterhead would have appeared on top. Even once you failed to do so, you could have selected the letter text, cut it to the clipboard, then pasted it below the letterhead. If this isn't clear, then a bit of basic Windows training would probably solve the problem.
