Dave, try running your date/time window maximized. The seconds should show up that way. To do this, hit alt-enter and go to your shortcut tab, and within that, you should be given a choice to run it maximized instead of normal. If there's no maximize choice within these properties, you can always hit alt-f10 or the application key and in the "send to" choice, send it to your desktop. You now have a shortcut to date/time, and you should then be able to go into the shortcut's properties and set it to run maximized.
