Based on what he wrote I used Google to find the following websites based on
using just the search term "msi create":

A Microsoft web page talking about third party installers is at

A possible web page to find a free product is

http://www.advancedinstaller.com/

There was many more selections to search thru so give it a try.
If I come across anything else I will let you know.
