It is early and I have not read all my e-mail but let me make a stab at 
answering the question. I can creat a numpad plus on my laptop by:
pressing the fn key and the semi colon key.

  On my dell 1100 notebook the top right 2nd key  from the right is the window 
  key.  the key in that corner is the context key.  Hope that works for you.
