It's a utility for scripting.

Hi, Everyone. When I get myself to a place where I'm typing too fast, I
inadvertently toggle the Home Row Utility on. (Figured out what it's called
by asking FS Support why my arrow keys and the left side of my home row
didn't work properly after I did whatever it was to get myself stuck.) I now
know that it's a toggle thing and that I don't have to unload and reload jFW
to get myself back in business.

What I don't know is what the utility is for. I've looked in the index of
the JFW 7.0 help and haven't seen anything re this utility. Is there a time
and place when this would be something I'd want to use?
