If you need the flow then I don't know of any way of getting at that
information.
Some of the text can be heard by tabbing around but this gives you no
relationship between the information and I use the word "heard" because
when I tried to extract the information it would not copy or it wouldn't
copy even from the properties box where it is entered. You can try to
run OCR on the file but again you don't have the relationship between
informations.
Visio files are now XML files so you can dig through the actual file in
notepad or something to find the text but this is slow and tedious and
again you don't get the relationships which is most of what people are
trying to portray in visio.
So I guess the answer is that visio is not really accessable with jaws
unless someone has a method I don't know about.

Does anyone know how workable visio is with JAWS? I don't see it listed
in the online help.
There are some flow-chart / swimlane diagrams which I need to review.
