ok here are the instructions for sending an atachment.

  Attach files to e-mail messages

When you send an e-mail with Windows Live Hotmail, you can attach pictures
and other files to your message.

To attach files to e-mail messages:

  1. In the left pane, click Mail, and then click New.
  2. Click Attach, and then click File.
  3. Click Browse.
  4. Locate and select the file that you want to attach, and then click Open.
  5. To add more files, click Add more files, and then repeat steps 3 and 4.
  6. When you've finished adding files, click Attach.

  Notes
. To remove an attached file, click Remove next to the file name in the
message header.
. If you've chosen to save a copy of your sent messages, a copy of the
attachment is saved as well.
. Any file that you attach to an outgoing message is automatically scanned by
Trend Micro antivirus software. If a file contains a virus, you won't be able
to attach it to a message.
. Some e-mail programs, such as Microsoft Outlook, can block certain types of
attached files to help protect against viruses. You'll be notified if you
attach a file that others may not be able to open.
. For a free Windows Live Hotmail account, the maximum size for an attachment
is 10 MB.

    Dennis,

Have you had success with adding a file attachment when using Hotmail Live?
You are the only list member to say you were able to access the new Hotmail
with JAWS, so any more tips you can give would really be appreciated.

When I attempted to add a file attachment in the new Hotmail Live, I was
unable to figure out how to do it, because there was no attachment link or
button anywhere on the screen.

its doable but very clunky.i can use it but it takes real getting use too.
you can't show more than 25 messages per page. the old one would let you show
    100. first letter navigation is your best bet. also putting place markers
helps as well.good luck.
