Yes, I'm okay with the say all command. It's when I choose to arrow down
line by line.

You are referring to when you are arrowing line by line, right, not during a
say all? Because there is an option in configuration manager for say all.
For arrowing line by line, I believe you have to edit your synthesizers
symbol file.
For
example eloq.sbl where it says BlankText=blank. But I feel like I'm
forgetting something, so maybe while I sleep somebody
will remind us of a way, smile.

When I'm reading down through a web page or a document, JAWS says blank
blank blank blank blank as I read blank lines. It doesn't bother me much,
but it irritates my wife.
Anybody know how I can change blank to something less irritating?
