Should JAWS begin reading when starting the page

I am doing quality assurance testing using JAWS and I am finding that JAWS does not start reading the screen immediately.  Once I press Insert + Down Arrow, then JAWS begins reading what appears on the screen.  This does not occur all of the time, so it is not serious.  However, it happens enough that I am wondering if this is a glitch with JAWS or if it might be something that is wrong with how the specific screen is written, the behind the scenes markup of the page that JAWS needs in order to read the page properly.  Since I am doing quality assurance testing, I am trying to diagnose it more than I might do otherwise.

I really appreciate your help.  Everyone on this listserv provides very helpful, valuable information.
