Scanning outgoing Email [Norton]

Perhaps this inquiry is just a wee bit off topic. Nevertheless, it is a
constant nagging, annoying problem. I can't figure out why when using a
dial-up connection for processing Email alone, after the first connection,
or lack of it, I am told, connected at 31 kbbs or whatever. Immediately
after I hear that, the connection drops off and then immediately redials
again. The second time usually is the charm. I have worked with my server
and still can't figure out why every time I dial up, the first connection
does not stick.
    Now, the problem is that with Norton configured to  scan outgoing Email,
if I have more than one message, Norton doesn't complete its process and
very often I must resend messages from my Send mail which is very time
consuming. This problem also makes it difficult to know which messages were
sent successfully, which were not and which I need to re-send.
    I am thinking that perhaps if I disable outgoing Email scanning that
perhaps the mail will have time to escape safely before the first connection
disappears, thus making my life so much better.
    Any ideas what might be best?
