This looks correct to me.  in internet options under the advanced options,
you will find both items as stated in your quoted passage.

Okay, I wish to read this book using text only, but with the latest version
of I.E., it is not set-up as this E-book states it is.  Will someone send me
the answer to this problem I have both on the list serve and off.  To
reiterate, I wish to remove graphics on this E-book, but do not know how to
do this with I.e. its latest version.
