The situation you are describing - where attachments float within the
message - happens when the message is in RTF format. To check this, read the
title bar of the message with JAWSkey + T. The title bar should include the
format.

If you get a message in RTF format it can be put into plain text format by
pressing Control + Shift + O. You will have to confirm that you want to
change it. Plain text format messages put attachments in the box which you
can get to with JAWSkey + A or Shift + Tab.

When you close the message, you will be asked if you want to save changes.
If you answer Yes, the message will be saved in plain text. If you answer
No, it will revert to RTF format.

Hope this helps.
