I don't know why you are having difficulty reading dialog boxes but the Control PageUp/PageDown performing a repeat find is a long-standing issue but as it allows you to find repeated text without having to do another Control f, it has not been addressed. If you need the ability to move by page, you could always define another keystroke within Jaws.
