Leftover speech annoyance in IE

Hello everyone,
I have noticed the following in many computers running XP and Jaws 6.0:
When a web site is displayed in IE and the user presses control o to visit 
another site, Windows will start locating the site but Jaws will read the 
previous page title. This happens even after hitting the control key to silence 
speech in the previous page prior to using control o. Normally, the Open box 
has the main focus and should have priority. Any idea why?
