Keystroke delay

Hello all,
I am having a little problem with keystroke delay, meaning the time from
when you press a keystroke and the reaction time for that keystroke start
its action.
I went into the default keystroke settings and upped the time from the
default from 1500 to 3000 but the delay is still not favorable.
Is there a magic setting number that someone who has had this problem might
have found?
