Hi Tom,
Cygwin  has a bad interface to install packages, at least in my opinion. =
However using the setup program and the jaws cursor it is possible =
install or uninstall packages.

Here is what I do.
1) start setup and follow  the normal steps until you receive a screen =
with the title 'select packages'.
2) click in a button called view.
3) maximize  the screen.
4) Turn on the jaws cursor.
5) using the up and down key, try to locate in the screen the desired =
package. If it is not in the screen, you need to find a symbol called =
scroll down and then click in this symbol. This will scroll the screen.
6)  when you find the package  you must click in the second column of =
the line where the package is. If the package is not installed the value =
of this column is skip and the value of the first column is blank. =
Clicking in the second column the text will change to the value of the =
version of the package. This means that the package will be installed =
when the next button were pressed.
If the package is installed the value of the second column is keep and =
the value of the first column is the version of the package. Again, =
clicking in the second column will change its value to uninstall or to =
an old version, if present.
