The only way I can think you'd mean would be to use ALT + N to get to the
navigation bar when it tells you a page has been blocked. Then I press SPACE
BAR and it brings up a context menu and you can choose to do various things
including only allowing that sites popups.

Hope I understood correctly but I can't think of another way.
